What is the Rockwall County Detention Center and what happens after booking?

The Detention Center on T.L. Townsend Drive is the only county-level jail in Rockwall County. Every custodial arrest in the county — including Rockwall, Heath, Fate, Royse City, and McLendon-Chisholm — is processed here.

The facility sits on T.L. Townsend Drive in the city of Rockwall, roughly a quarter-mile from the county’s main government campus on Yellowjacket Lane where the courts and clerk offices are located. The Sheriff’s Office administrative building is also on T.L. Townsend Drive (at number 972), so the detention and sheriff complex share the same corridor.

1. Arrest & booking The arresting officer transports the person to the Detention Center. Personal property — wallet, phone, keys, jewelry — is logged, sealed in a bag, and held. Fingerprints and a booking photo are taken and entered into the county system.
2. Magistration A magistrate (Justice of the Peace or District Judge on rotation) reviews the charges, advises the defendant of their rights, and sets a bond amount. This occurs 7 days a week and must happen without unnecessary delay — Texas law requires magistration within 48 hours of arrest (Tex. Code Crim. Proc. art. 15.17). The bond amount appears on the jail information line and inmate lookup within 15 minutes of being set.
3. Housing assignment After magistration, the defendant is assigned to a housing pod based on gender, classification, and population. Pod assignment determines which day in-person visitors may come.
4. Bond posted Once a bond amount is set, family or friends can post cash at the jail, pay online through Access Corrections Bail Payments, or retain a licensed bondsman for a surety bond. See the Bonding out section below for full details.
5. Release After the bond is posted, verified, and no additional holds (warrants, detainers, or other charges) exist, release processing takes up to 4 hours. The defendant exits through the Detention Center lobby and receives any property held in their sealed bag at that time.

How do I find someone in the Rockwall County Detention Center?

To search online, you’ll typically need the person’s full legal name and date of birth. How does visitation work at the Rockwall County Detention Center?

In-person visits are scheduled by housing pod, once per week per visitor, and capped at 20 minutes. Remote video visits through Securus run daily and require no travel.

Who may visit

• Visitors must be 18 or older to visit unaccompanied. Children 17 and under may visit but must be accompanied by an adult.
• The county’s official policy states that inmates are not required to maintain a pre-approved visitor list. However, visits are contingent on the inmate’s housing classification and availability — confirm the inmate’s pod and visiting day before you travel.
• Each visitor may visit once every 7 days. Visits are limited to 20 minutes, and no more than two 20-minute visits are permitted per visitation day.
• An inmate may receive no more than two adults per visitation day, and no more than 3 visitors may be present at once.

What to bring & dress code

• Bring: a valid government-issued photo ID (driver’s license, passport, or state ID). No bags, food, or personal items beyond your ID.
• Dress code: clothing must be non-revealing and professional. Prohibited items include shorts, low-cut or sleeveless tops, strapless or backless shirts, spaghetti straps, or anything depicting violence, gang affiliation, or drug imagery. The upper torso below the collar bone must be fully covered.
• Items that violate the dress code may result in your visit being denied. If in doubt, dress conservatively.

How do I put money on an inmate’s books at the Rockwall County Detention Center?

Rockwall County uses Access Corrections for both deposits and care packages. Commissary orders are placed on Mondays, Wednesdays, and Fridays — fund the account before those days for fastest delivery.

You’ll need the inmate’s full name and their booking or SO number to direct the deposit to the right account. Commissary orders placed before order cutoffs on Monday, Wednesday, or Friday will be delivered on that same cycle.

How do I call or message an inmate, and how does mail work?

Phone calls and digital messaging run through Securus Technologies. Physical mail goes to the Detention Center address and is inspected Monday–Friday.

Prohibited items in personal mail: contraband of any kind (combs, jewelry, cigarettes, stickers), eyeglasses, food or drinks, cash or financial instruments, credit or debit cards, original documents, hard plastic or cardboard, greeting cards with musical devices, art supplies, torn-out pages, maps, calendars, hardback, leather-bound, or spiral-bound books, and adult magazines.

Photos: Maximum 6 photos per envelope; no larger than 5”×7”. No nudity, sexually suggestive content, gang signs, weapons, or drug imagery.

Books: A maximum of 3 paperback books may be held per cell; perfect binding only. Books must arrive directly from a publisher or bookstore — Amazon deliveries are not accepted. Pre-approval from the Detention Sergeant via an inmate request form is required before sending any book.

Property returned at release

At the time of booking, the defendant’s sealed personal-property bag (wallet, ID, keys, phone, jewelry, and miscellaneous items) can be picked up before release by any person the inmate designates — contact the Admissions & Release desk at (972) 204-7108 to arrange this. All other personal property remains with the inmate until release. Upon release, property is picked up at the lobby exit and may only be received by the person the inmate designates at departure.

Getting there

The facility address is 950 T.L. Townsend Drive, Rockwall, TX 75087. From Interstate 30, take the John King Blvd exit and head north. T.L. Townsend Drive is a right turn off John King Blvd. The Detention Center and Sheriff’s Office complex are on your right. The drive from I-30 to the facility is approximately 1–2 miles.

Security screening

All visitors to the lobby — whether dropping off property, posting a cash bond, or checking in for visitation — should expect to pass through basic security screening.
