Court Hierarchy
Texas criminal jurisdiction is organized hierarchically. In Collin County:
- Municipal Courts — Class C misdemeanors and city ordinance violations
- Justice Courts — Class C misdemeanors with statewide jurisdiction
- County Courts at Law — Class A and Class B misdemeanors (See Tex. Code Crim. Proc. art. 4.07; Gov’t Code § 25.0003)

Collin County has multiple criminal felony district courts, including the 366th, 380th, 416th, 417th, 429th, 469th, and 470th District Courts. Each handles felony cases including DWI 3rd, drug felonies, assault FV with deadly weapon, theft over $2,500, and federal-style fraud.
Collin County Courts at Law (Misdemeanors)
Collin County operates several Courts at Law that handle Class A and Class B misdemeanors:
- Misdemeanor DWI (1st and 2nd offenses)
- Class A theft, assault
- Drug paraphernalia and Class A drug possession
- Misdemeanor family violence
- Misdemeanor probation revocations

Collin County Grand Jury
Felony cases in Collin County are reviewed by grand jury under Texas Code of Criminal Procedure Chapter 19. Grand juries meet weekly. They either return a true bill (indictment) or no-bill (dismissal). Effective pre-indictment defense work can sometimes prevent indictment.
Bond and Magistration
Under Texas Code of Criminal Procedure art. 15.17, arrested individuals must be brought before a magistrate within 24-48 hours. Collin County magistrates set bond, advise of rights, and appoint counsel for indigent defendants.
